When I left in March 2009, Baguio had no U.S. Dep't of Veterans Affairs outpatient clinic. Not enough need for such. Had to go to north Manila - clinic was aside the U.S. Embassy. I liked my primary care physician. Regarding one clinic for contracted care in Baguio: not 2 years ago.
BUT if the VA outpatient clinic in Manila can't meet a special need (orthopedic, prosthetic, psychiatric, cardiac, or such), V.A. can get a board-certified specialist in Baguio City to treat you. Can phone your primary-care doc in Manila and have him/her get a local specialist in Baguio.
Red Lion Pub and Inn is okay for a week's stay. Quarters are downstairs, below and behind the pub ( effectively under the patio/terrace, I believe).
I didn't happen to choose it, 'cause I didn't want to hear the pub's patrons' noise late at night nor dogs in neighborhood below the next morning, but everyone has their own tolerances. Maybe you want to stay up late drinking, dining, playing billiards, throwing darts, dancing on the patio/terrace, communing with other expats and gathering intel before you retire downstairs.
The Red Lion's owner, Tony Perlas, and its Americano regulars, are rich sources of local information. Ask them about places to reside (Camp 7? Camp 8? elsewhere?), to shop, to buy a car, how to get your driving license, etcetera. Red Lion be 'information central.'
I don't drink, I'm an introvert, and the regular patrons that I met were 1-2 generations older than me. But I *could've* drunk root beer or something and picked the brains of some Americanos, many military veterans, who've lived in/near Baguio for years and know all the ins and outs of residing there...
Good hotels are on Session Road and General Luna Road, at various prices. I happened to stay in Hotel Vistillana on General Luna Road, which was beside a similar hotel. Red Lion Inn is maybe a mile south.
Session Road and General Luna Road are the two north-south roads through the *center* of the city. Get a room beside one of those streets, and you'll be in the heart of Baguio City.
See www.expatinthePhilippines and other 'expat' or 'travel' websites for more info about the Philippines.
And now you know where to find other U.S. expats to pick their brains for advice if you go to Baguio City...

Wish to move from US to Baguio to retire due to the climate there. Should I have any concerns? Any suggestions? Thanks for your assistance.
Does the VA have a contracted clinic in Baguio or only Manila?
Is the Red Lion Bar/Grill and Inn OK for a week's stay? Comments? Where is inexpensive place to stay if not there?
